Fire place renovation

Job Description:
We have a small-medium open fireplace with wooden mantel attached by a clip at either side and grey tiled hearth. The opening to the fireplace is arched and the tiles within the arch lip underneath the rim. The fire surround is also tiled but approximately an inch or so lower than the main floor. We will be keeping the mantel; we'd just like the clips removed and attached from behind instead. We want to remove the existing tiles and replace with another material (not too expensive). The floor surround also needs raising to the same level as the rest of the floor. Not sure how to tackle the arch renew material unless we go with tiles again. This could be an option if it's cheaper than reshaping the existing arch. FYI - We have quite a bit of debris that has fallen down the chimney into the fireplace. Price is important; our budget is limited. We'd like an estimate with and without materials.
