Basement/Cellar Renovation in LA4

Job Description:
Our cellar has begun to leak water into an old area that seems to have previously been a window of some sort. It appears to have been one of those grated areas you find on the pavement outside houses, with a window in to the basement (Usually full of fag ends and crisp packets and the likes). This window has since been leaving a void approx 3 meters deep, 2 meters wide and about half a meter outwards. The grating has then been removed and replaced with 4 lintels set in to the pavement with a plastic bag laid on top of them and two paving slabs laid over the top of that. The issue we have now is that the paving stones have begun to crack and the cement seals begun to fail due to people walking over them and presumably the lintels aren't 100% even, leading to failure. I am flexible with the work that should be done and I'm open to ideas. As long as the resulting work will prevent the water ingress and will be a lasting resolution I'll be happy. My initial thoughts are either to - Just brick up the hole were the window was and fill the void with concrete then tarmac over it. - lower the lintels a foot or so by taking a couple of the bricks out that they're resting on and then concrete and tarmac over the top of them. - Just lay bricks in the entire void to seal and sort the tarmac from there. I have photos available to see and I can give a better description on the phone. You're welcome to come round and take a look as well to get a better idea of what is required.
